I used mask 84 from

Weescotslass.

Font is

St. Nicholas.

I used a drop shadow of vertical 0, horizontal 5, opacity 75, blur 10.

Open a new transparent canvas 800 by 775 pixels and fill with white.

Make a new layer, select all, paste paper Plain 7 into the selection, deselect, apply the mask and resize 95%.

Paste element 46 and resize 85%.  Select the interior of the element with your magic wand, expand the selection by 20, make a new layer below it and paste paper 4 into the selection and deselect.  Apply the drop shadow to the element and merge it down onto the paper.

Paste frame 2, resize 70%, place in position and apply the drop shadow.

Paste element 27a, resize 50%, drag below the frame, place in position erasing the part of the bracket that shows inside the frame and apply the drop shadow. 

Paste element 19 on the top, resize 25%, place in position and apply the drop shadow.

Paste element 5, resize 60%, place in position and apply the drop shadow.

Paste element 44, resize 60%, place in position and apply the drop shadow.

Paste element 51, resize 30%, drag between the bows, place in position and apply the drop shadow.

Paste the tube on the top, resize 20%, place in position and apply the drop shadow.

Paste element 35, resize 60%, drag below the tube, place in position and apply the drop shadow.

Paste element 50, resize 65% and mirror, place in position and apply the drop shadow.

Paste element 60, resize 40%, place in position and apply the drop shadow.

Paste element 54, resize 40%, place in position and apply the drop shadow.

Paste element 29a, resize 40% and mirror, place in position and apply the drop shadow.

Paste element 43, resize 20% and rotate 20 degrees to the left, place in position and apply the drop shadow.

Paste element 52, resize 50%, place in position and apply the drop shadow.

Paste element 2, resize 60% and duplicate,  position either side of the tube and apply the drop shadow to each.

Paste element 57, resize 40% and mirror, place in position and apply the drop shadow.

Paste element 32, resize 40% and duplicate, position either side of the tube and apply the drop shadow to each.

Paste element 6, resize 35% and duplicate, position either side of the tube and apply the drop shadow to each.

Paste element 56c, resize 40%, place in position and apply the drop shadow.

Paste element 15d, resize 35%, place in position and apply the drop shadow.

Paste element 4, resize 35%, place in position and apply the drop shadow.

Paste element 45, resize 25%, place in position and apply the drop shadow.

Paste element 58 on the top, resize 35%, place in position and apply the drop shadow.

Paste element 55a, resize 35%, place in position and apply the drop shadow.

Check your layers and make any adjustments, then crop your tag, add your copyright information and text and export on a transparent background as a png.
